The Right of Way Division staff is responsible for acquisition of all rights-of-way
and easements required for new road construction, reconstruction and public highway
use. When a road is expanded, ACHD purchases the additional land necessary for the
project from the adjoining property owners. The Right-of-Way Division staff manage
the land appraisals and negotiations with the property owners to complete the required
land purchases. The Right-of-Way Division is also responsible for processing applications
for vacation or abandonment of rights-of-way, right-of-way exchanges, lease agreements,
and license agreements to allow other parties to place certain items within our
right-of-way.
Right-of-way costs are an ever increasing portion of road project costs. ACHD averages
approximately $7 million per year in right-of-way purchases. The Right-of-Way Division
is committed to maintaining a high level of service and efficiency in order to insure
the District and the citizens of Ada County get the most value for every dollar
expended.
The Planning Review Division staff is responsible for reviewing all preliminary
development applications within Ada County and the six cities within Ada County.
Averaging 900 development applications per year, the division reviews and assesses
the potential impacts that the proposed developments will have on the transportation
system and analyzes and evaluates the preliminary development proposals for conformance
to District policy.
The Planning Review staff reviews development applications and prepares a staff
report that outlines District requirements and recommendations. This process occurs
through the analysis of traffic data, conformance with District policy and established
safety standards, and coordination of the development review process with the ACHD
Commission and the lead agencies (Ada County and the six cities within the County).
Development Review Division
The Development Review Division staff is responsible for reviewing the civil design
plans for the construction of all new developments requiring street improvements,
as well as all subdivision final plats for conformance with District policies and
standards. The division also administers the Districts Impact Fee Program.
The Development Review staff reviews development improvement plans for an average
of 350 development sites per year, including 150 final plats that have added an
average of 40-miles of new roads to the ACHD system each year. The Division also
processes all development related right-of-way acquisitions through the Corridor
Preservation Program, coordinates cooperative development projects whereby developers
construct certain improvements on behalf of ACHD, and issues the Districts final
acceptance of a development or a plat once the required street improvements have
been completed to District standards.
